If Practice Manager Security is enabled for that year:
Make sure the user is added to PM Security and has the correct privileges based on their group.
If you do not use PM Security:
Log in to the relevant HandiTax program using the supervisor password, not the operator password. This will allow you to access the Set ATO Credentials window.
